Abu Dhabi’s construction and engineering sector involves a complex classification system for contractors that is maintained by the Abu Dhabi Municipality. This classification system is to help ensure quality of work, skill-set, and standards to govern the contractors coming in to bid for governmental and semi-governmental projects. Getting the appropriate certificate is crucial for contractors and consultants, as the opportunities can be very lucrative and will help protect the construction ecosystem.
The contractor classification procedure is critically serious and is categorized into classes based on experience, expertise, and financial capabilities. Each class is to help track the scope and complexity of projects that different classifications can handle.
Contractors: Ascending the Ladder of Excellence
Special Category
The Special Category is a level of contractors in Abu Dhabi, and companies can prove their quality and commitment to performance by showing their past accomplishments. Contractors who participate in this category are required to demonstrate a well-established financial standing, a team of three engineers for each activity, executed projects in 10 years worth AED 240 million, among other criteria. In order to comply with this category, contractors must demonstrate acceptance of a variety of internationally recognized standards, like ISO 9001, 14001 certifications. Any branch of Foreign Companies completing work in Abu Dhabi must qualify within this category that aligns with the emirate’s commitment to quality and professionalism.
First Category
The First Category, right after the Special Category, requires that you have at least AED 10 million in equity in the previous fiscal year, a team of two engineers registered for each of the activities, a delivered portfolio worth AED 120 million in the past ten years and you must comply with internationally recognized standards such as ISO 9001 and 14001 certifications without needing to negotiate or discuss.
Second Category
The Second Category is assigned to contractors, who in the previous fiscal year year, have equity of at least AED 5 million; require no less than two engineers with at least seven years’ experience; have executed a portfolio of completed projects with a total value of at least AED 60 million in the last ten years; and has to comply with and to internationally recognized standard such as; ISO 9001 and 14001 certifications.
Third Category
The Third Category applies to contractors who have been in the industry for an extended period of time with a history of completed projects over the past ten years valued at least AED 30 million. The contractor must also employ two engineers with no less than five years of work experience to be compliant and demonstrate a professional aptitude for quality assurance.
Fourth Category
The Fourth Category is meant for developing contractors and has a minimum requirement to have one company engineer per activity, with five years of experience, and completed projects in the portfolio valued at AED 15 million over the last ten years, and to display their potential and facilitate their growth in the classification system.
Fifth and Sixth Categories
These Fifth and Sixth Categories in the construction industry were established to give start-up contractors the opportunity to gain experience and introduce themselves into the industry while complying with the law. Each contractor classified under these parts must have a company engineer for each classifying activity, each with a minimum of four years’ experience and each responsible for a particular area of work. Each Seventh Category project requires one engineer per activity with a minimum of three years’ experience. Essentially, these entry-level categories allow start-up contractors to obtain experience and add credentials to their resumes.
Consultants: Navigating the Domains of Expertise
Similar to the contractor classification structure, the Abu Dhabi Municipality has developed a separate system for engineering consulting companies. This system provides the municipality with the assurance that consultants have the knowledge, resources, and capabilities to provide service across a broad range of projects.
Special Category for Consultants
The Special Category for consultants is an esteemed tier for consulting companies that have a positive financial standing, a team of three engineers per activity, and an executed portfolio of projects totaling 240 million AED in the previous decade. The companies must also claim internationally recognized standards, which include an ISO 9001 certification and an indemnity insurance certificate. This elite tier is for a select number of companies that uphold excellence in practice and have consistently achieved superior, recognized accomplishments. All foreign branch consulting companies in Abu Dhabi have to qualify for this category.
First Category for Consultants
The First Category for consultants is for existing companies whose equity amounts to a minimum of AED 1 million in the last fiscal year. Established firms must also have a firm team of two engineers per activity, each with a minimum of seven years of experience. They must also have completed a portfolio of executed projects worth AED 30 million over the previous ten years. Firms must be compliant with internationally recognized standards and have an indemnity insurance certificate. The second category is for new entrants to the consulting industry and provides an entry point for firms without a portfolio. It requires a minimum of one company engineer per activity with four years of experience and an indemnity insurance certificate. This entry-level category provides emerging firms with a nurturing place to develop competencies, build a portfolio, and eventually move up the classification ranking.
The Cornerstone
The contractor classification system has a process classification designed for each classification, ensuring companies have the overall means, and financial standing, knowledge, and care to complete jobs of sufficient scope and complexity, allowing contractors and consultants environments and frameworks to navigate with confidence.
Obtaining a contractor classification certificate in Abu Dhabi is a lengthy and time-consuming process requiring planning, documentation, and process compliance to position contractors and consultants to do their work while maximizing their chances of success.
